On June 16, a significant step forward was taken in the conversation about disability support in Manitoba. The Integrated Adult Services (IAS) Pilot Project Steering Committee released a powerful new report: Equality, Dignity and Belonging: Building a Better System for People with Disabilities in Manitoba.
At its heart, the report tells a story many Manitobans already know—one of barriers, gaps, and inequities in the adult disability services system. For too many people, accessing the right supports has been complicated, inconsistent, and shaped by rigid rules rather than real needs.
But this report is not only about challenges—it is about possibility. It lays out a vision for a better future. One where systems are designed around people, not programs. One where dignity is not something to strive for, but something guaranteed.
Through 13 key recommendations, the report calls for thoughtful, coordinated change. Its central message is clear and compelling:
Manitoba must build a new disability support system grounded in human rights—one that responds to what people need, rather than defining them by diagnoses, limiting them through program silos, or excluding them based on geography or age.
This is more than policy reform. It is about creating a province where everyone belongs. Where individuals with disabilities can access the supports they need to live full, meaningful lives—without unnecessary barriers.
