

Pulford Community Living Services Inc., a not-for-profit community based organization, was established in November 1986 in response to the closing of a guest home that threatened to leave several people homeless. On December 1, 1986, three people moved from the guest home into their own home on Fleet Avenue, assisted by Pulford.
On October 4, 1996, a law came into force in Manitoba called The Adults Living with an Intellectual Disability Act (ALIDA), formerly known as the Vulnerable Persons Act (VPA). The act was developed to promote and protect the rights of adults living with a mental disability who need assistance to meet their basic needs. P.C.L.S. Inc. draws its philosophy from ALIDA to address the lack of ethics that existed in the previous legislation. ALIDA reflects a code of conduct that has been inherent in Pulford's policies since its inception in 1986.
